Given the bewildering character of politics the Japanese military experienced in the Russian Far East, it is perhaps not altogether surprising that they should have wished to tighten their grip on the situation in Manchuria soon after the Bolsheviks had shown that they were victorious in the Siberian and Far Eastern theatres of the Civil War. One of the ways of doing so was to provide encouragement and support to Russian émigré political and paramilitary organisations in the region. The attention that the Bolshevik centre devoted to the Siberian/Russian Far Eastern areas, and émigré activity in contiguous territories, translated into a heightened concern for regional security.
