Erna Hennicot Schoepges, Professor Dr Mark Aspinwall, Professor Dr John M Garvey focused on two issues: race and self-reliance. A charismatic speaker, Garvey galvanized his audiences of mostly workingclass blacks, who were frustrated by decades of deferred dreams and rampant discrimination and who were hungry for hope and direction. "Up you mighty race, you can accomplish what you will!" he encouraged them (Clarke 1974: 17) To define high-technology industries, the definition of the Milken Institute (DeVol, Koepp and Ki 2004) was adopted.
